docker/setup-buildx-action is declared at v3 and v4.2.0 exists.

Moving a major is a decision, not a chore. This issue exists to make sure the decision is taken rather than defaulted into by a tag that moved on its own.

Closing this issue without upgrading is a valid answer — the weekly run will not reopen it for v4.2.0. It files a new one if something newer than that ships.
